103 New Restrictive Voting Laws Since 2013

In June 2023, the Brennan Center published States Have Added Nearly 100 Restrictive Laws Since SCOTUS Gutted the Voting Rights Act 10 Years Ago. By the following May they wrote “Counting the latest additions from this year, at least 31 states have passed 103 restrictive voting laws since the Supreme Court gutted a key portion of the Voting Rights Act in Shelby County v. Holder in 2013.” (Brennan Center Voting Laws Roundup May 2024.)

Two additional states, Virginia and West Virginia, are listed in the May 2024 Roundup for passing election interference laws. We have added them to the Brennan map published in 2023, as shown below.

The Brennan Center defines election interference laws as changing election processes themselves, such as the rules election officials must follow for handling ballots, signature matching and managing observers. Restrictive and expansive laws generally affect voters’ ability to vote, commonly vote by mail, absentee voting, voter ID and registration requirements. Most recently, legislation is beginning to address deepfakes and AI. See our 50-State Map for more detail on the
status of each state.
